Financial Markets International, Inc. (FMI), the Implementing Partner for the USAID Business Growth Activity, is now seeking a Grants Admin Coordinator for the Activity.

The USAID Business Growth Activity supports Jordan’s small and medium enterprises (SMEs), including Start-ups, to improve their productivity and competitiveness, create employment, foster innovation, promote economic growth, and advance Jordan towards a more prosperous, resilient, and inclusive future.

USAID Business Growth Activity will support SMEs with firm-level technical assistance and access to capital provided through tailored mechanisms. The project systematically incorporates women, youth, and persons with disabilities in all the project’s interventions, and identifies issues and challenges facing SMEs.

USAID Business Growth Activity is a five-year project (2021-2026) implemented by Financial Markets International, Inc.

Position Summary

The Procurement Officer will provide procurement and logistics services, including but not limited to, procuring goods and services in accordance with USAID and FMI policies and standards; providing guidance, advice and support to ensure procurement processes are effective, efficient, and ethical and provide the best possible value to the USAID Business Growth Activity.

Roles and Responsibilities:

S/he will perform related responsibilities as required. S/he shall be responsible for, but not limited to, the tasks detailed hereunder:

  • Respond to procurement requests from the program staff related to services and goods and other items for project beneficiaries and activities.
  • Analyses procurement requirements and selects the most appropriate methods based on interpretation and assessment of established policies, practices, and experience.
  • Plans, organizes and leads the bid solicitation process including drafting and issuing RFQ, RFP, developing bid evaluation criteria and guiding evaluation committee members on processes involved.
  • Supervises bid evaluation committees, ensures the integrity of the competitive process, facilitates bidder debriefings, and exercises appropriate judgment and tact while ensuring to protect confidential information.
  • Monitors and reviews progress of contractual agreements, reviews and approves invoices for payment, resolves any problems that arise, performs post contract evaluations, creates and maintains procurement records, ensuring accuracy and integrity of data;
  • Ensure that any invoices are sent to Finance for payment.
  • Handle the procurement process for the consultancy service including the issuance of new agreements and any subsequent modifications as needed.
  • Manage the consultants’ files, receive timesheets and deliverables, update the consultant tracker and manage the electronic consultant files.
  • Ensure that all procurement procedures and regulations are followed, particularly that all procurements are:
  • Fully and transparently documented through purchase requests, purchase orders, request for quotation, Comparative charts, Bid Analysis, Invoices and Delivery Reports.
  • Done in timely and cost effective manner, and at the best value possible, while maintaining product quality.
  • Implement procurement tracking tools as requested.
  • Liaison with other departments and participate in budgeting and budget planning as needed.
  • Handle procurement for in-kind grants, including determining procurement requirements, identifying the most appropriate procurement alternative, inspecting goods or verifying services, and monitoring the use and disposition of goods.
  • Maintain a database of good, reliable suppliers for different categories of supplies, services, and goods.
  • Performs other duties and functions as assigned.

Applied Knowledge & Skills:          

  • Strong interpersonal, organizational, and negotiation skills.
  • Able to prioritize and multi-task as needed
  • English and Arabic Proficiency (written and verbal)
  • MS Office Proficiency (Word, Excel, PowerPoint, Project)

Required Qualifications:

  • A minimum of 5 years work experience in a similar position
  • Bachelor’s degree in business, engineering, supply chain, management, administration, or any related field.
  • Familiarity and previous experience with USAID rules and regulations is highly desired.

Duration of Assignment:

Immediate hiring for a one- year contract.
